Founder and CEO

Plenful

Joy Liu is the founder and chief executive of Plenful, a San Francisco, California, company that automates pharmacy back-office work for health systems. A former finance executive who moved into specialty pharmacy operations, she started Plenful after seeing how much manual paperwork kept pharmacists and technicians away from patients.

From Finance to Specialty Pharmacy

Liu began her career in finance before moving into health care, Fierce Healthcare reported. As director of strategic operations at Shields Health Solutions, a specialty pharmacy company, she worked inside health systems' specialty pharmacies. “I was spending five days a week within the four walls of health systems' specialty pharmacies, working alongside pharmacists, pharmacy technicians and clinicians, and it was eye-opening to me how much manual administrative work was burdening not just myself but also our team members,” she said.

Advocating for a Family Member

Plenful's company page says Liu also saw care stall from the patient's side, as an advocate for a family member who did not speak English and was going through a complex course of treatment. The people helping them were trying hard, she found, but fragmented systems, manual processes, and outdated technology slowed their work.

Building Plenful

Liu founded Plenful in 2021, and its name comes from the word “plentiful.” When the company came out of stealth in October 2023 it had 20 employees and about 20 customers, and Liu told TechCrunch that pharmacies faced “technician burnout and workload overload.”

In her note announcing the Series B in April 2025, she described Plenful as born out of frustration and wrote, “Burnout isn't a buzzword; it's the daily reality for so many healthcare workers offering critical services amongst broken infrastructure.” The company had more than 60 customers by then and had opened a second office in New York City.

Focusing on Pharmacy Finance Rules

Under Liu, Plenful has concentrated on the parts of pharmacy finance that federal programs make complicated, starting with 340B drug discount audits. When Medicare's negotiated drug prices took effect in 2026, Plenful built a tool to track the refunds health systems are owed. “When Medicare drug price negotiations took effect, many customers quickly realized they didn't have the technology in place to reliably track critical funds,” she said in April 2026.
